ISLAMABAD: The Federal Board of Revenue has directed all officers in Basic Pay Scale 17 and above to file their declarations of income and assets digitally through a designated online portal by Oct. 30, 2026, ending the manual submission process.
The directive, issued in a circular dated Sept. 21, 2026, from the Revenue Division, implements a digitized system developed by the Establishment Division in collaboration with FBR under Section 15-A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.
The declaration covers assets and liabilities for the year ending June 30, 2026.
“All the officers of Inland Revenue Service, Pakistan Customs Service and Ex-Cadre (BS-17 and above) serving under your administrative control may be advised to submit their Declaration of Assets and Liabilities for the year ending on 30.06.2026 through the FBR Online Portal latest by 30th October 2026,” the circular stated.
According to an enclosed Establishment Division office memorandum, officers must submit their declarations through the dedicated portal at doa.fbr.gov.pk. The deadline is set in light of Rule 12(6) of the Civil Servants (Conduct) Rules, 2026.
Under the new guidelines, officers must provide their name, designation, active personal email, cell number and CNIC to their Cadre Administrator for account creation. After receiving intimation, officers must activate their accounts by entering their CNIC on the login window, then use the “forgot password” tab to receive a one-time password via email or SMS to set their own password.
The portal’s dashboard includes a “Declaration” field where officers enter required data, including personal information, income sources, expenditure details, immovable and movable assets, liabilities, net worth, and social media accounts. Spouse and dependent details are also required.
Submitted information will be verified through risk-based checks by FBR, which will communicate results to the relevant Cadre Administrator. Selected non-sensitive sections of the declarations will be published on the FBR website for public viewing, and officers can review these sections on the portal before submitting.
The memorandum warned that accuracy and completeness must be ensured, stating that “any misstatement, concealment or non-submission shall be liable for disciplinary action under the relevant rules.”
Error rectification on the portal is permitted until Nov. 30, 2026, with approval from the Cadre Administrator. After submission, declarations will appear under the “Submitted tasks” tab.
