Pakistan’s leading exploration and production (E&P) companies, including Oil and Gas Development Company Limited (OGDCL) and Mari Energies Limited, have announced the signing of five major agreements with the Government of Pakistan, marking a significant milestone in both offshore and onshore hydrocarbon exploration.
In a notice sent to the Pakistan Stock Exchange on Wednesday, OGDCL stated that it is pleased to announce that the Government of Pakistan executed three agreements on December 2, 2025. These include one offshore and two onshore blocks, where OGDCL is a joint venture partner along with Turkish Petroleum Oil Company (TPOC), Mari Energies Limited (Mari), Pakistan Petroleum Limited (PPL), Prime International Oil & Gas Company Limited (Prime), and Government Holdings (Private) Limited (GHPL).
These agreements include a Deed of Assignment for the Eastern Offshore Indus-C Block, in which the Turkish Petroleum Overseas Company will act as the operator, while Mari Energies, PPL, and OGDCL will serve as joint venture partners.
Additionally, Mari Energies has entered into two Production Sharing Agreements for the Offshore Deep C and Offshore Deep F blocks, partnering with TPOC and Fatima Petroleum.
For the onshore segment, Petroleum Concession Agreements have been finalized for the Ziarat North Block, which will be operated by Mari Energies, with TPOC, PPL, OGDCL, and GHPL as partners. Meanwhile, the Sukhpur-II Block will be operated by Prime, with TPOC, Mari Energies, and OGDCL as joint venture partners.
OGDCL stated that these agreements represent a major step forward for the company, strengthening its exploration portfolio in both offshore and onshore regions and advancing long-term growth opportunities by participating in high-potential blocks.
Mari Energies, in a separate notice to the stock exchange, reiterated its commitment to systematic and structured exploration activities across both onshore and offshore basins to contribute to the country’s energy security.
According to the Ministry, these agreements were signed during the visit of Türkiye’s Minister of Energy to Pakistan. The Turkish Energy Minister stated that their goal is to initiate work on these blocks by 2026, through seismic surveys in some areas and direct drilling in others.
