Relief Announced for Small Traders on POS System; FBR Assures No Harassment

Traders who cannot afford to install a Point of Sale (POS) system will be given relief, and no trader will be harassed.

According to information received from sources, a delegation led by Kashif Chaudhry, President of the Central Organization of Traders Pakistan, met Chairman FBR Rashid Langrial. Member Inland Revenue Zubair Bilal and others were also present in the meeting.

Sources said that Kashif Chaudhry apprised the Chairman FBR of the problems faced by traders, harassment of traders by FBR officials, and the issues of small traders regarding the Point of Sale (POS) system. Kashif Chaudhry said that despite their reservations, the implementation of the POS system was initiated for local and international brands and chain stores. These entities have computerized systems, alternative power sources, trained staff, and an administrative structure, therefore it is somewhat possible for them to adopt this system. However, relatively smaller businesses included in this category are still facing practical difficulties.

He added that the implementation of this system has significantly increased the expenses of these businesses, while interference in the name of documentation, fines, and sealing of shops have created an atmosphere of fear and uncertainty among traders.

According to sources, Kashif Chaudhry further said that FBR has now moved beyond brands and chain stores and has adopted an aggressive approach towards general markets and small shops as well. Convoys of large vehicles and raids on markets give the impression that an operation is being conducted against an enemy force. This behavior represents a new series of humiliation and mental distress. Notices are being issued based on likes and dislikes; some traders are let off after “settlements,” while those who do not comply are harassed, their shops sealed, and fines imposed. He demanded strict action against those who blackmail traders.

According to sources, Chairman FBR Rashid Langrial assured that traders’ issues would be resolved. He said that no trader would be harassed, strict action would be taken against those who blackmail traders, and FBR staff would be suspended on complaints of bribery and corruption. He further stated that shopkeepers who cannot afford the POS system will not be forced to install it, and that progress will be made through consultation with and confidence of trader organizations.
