FBR Reconstitutes Single Portal Committee for Unified Sales Tax Return Filing Across Provinces

The Federal Board of Revenue (FBR) has reconstituted the Single Portal Committee responsible for facilitating sales tax return filing for taxpayers falling under the jurisdiction of Pakistan’s four provincial revenue authorities/boards.

According to sources, the committee has been restructured in light of decisions made during a tax roundtable meeting between members of the FBR and the four provincial revenue authorities, as well as previously issued notifications. FBR members on the committee include Aamir Ameen Bhatti (IRS BS-20) and Zain-ul-Abidin Sahi (IRS BS-20). The Punjab Revenue Authority (PRA) will be represented by Salman Zafar (Director IT). The Sindh Revenue Board (SRB) will be represented by Abdul Hameed Memon, Senior Member (Operations I), who previously served as a senior Inland Revenue officer at the FBR Headquarters.

The Khyber Pakhtunkhwa Revenue Authority (KPRA) will be represented by Abdul Razzaq (Additional Collector), while from the Balochistan Revenue Authority (BRA), Ehtisham-ul-Haq (Member Operations II) and Fahad Shabbir (Commissioner Operations II) will serve as committee members.

Under the committee’s Terms of Reference (TORs), it will review preparations, necessary steps, and operational arrangements required to launch the single portal for filing sales tax returns across all jurisdictions and sectors. The committee may, at any time, consult or include experts from the FBR, provincial revenue authorities, PRAL, or other stakeholders.

Members will also decide matters arising when a single return is filed across multiple jurisdictions, including required modifications in forms, checks, or calculations by any provincial authority, implementation of the unified return, extension of filing deadlines, and return revisions.

The committee will further make recommendations on software development, return formats, and the delineation of joint and jurisdiction-specific sections. Additionally, it will propose any constitutional or legal amendments, data privacy and security measures, system design for the single portal, and frameworks for data ownership and management.

According to sources, the Pakistan Raises Revenue Program Office at the FBR Headquarters, Islamabad, will assist committee members in coordination and organizing meetings.
