ADB Approves $381 Million for Three Major Development Projects in Punjab

The Asian Development Bank (ADB) has approved three projects worth a total of 381 million dollars to promote agriculture, education, and healthcare facilities in Punjab.

In a statement issued by ADB, it said that the funds have been approved for three projects in Pakistan’s Punjab province, aimed at modernizing agriculture, education, and health services. These development projects are intended to promote economic growth in the province.

ADB’s Country Director for Pakistan, Xiaohong “Emma” Fan, said that investments in education, health, and agricultural mechanization will play a transformative role in Punjab’s progress. She added that this strategic investment will modernize agriculture, strengthen human capital, and significantly improve livelihoods and living standards for millions across Punjab.

For the Punjab Climate-Resilient and Low-Carbon Agriculture Mechanization Project, a concessional loan of 120 million dollars and a grant of 4 million dollars have been allocated to accelerate the province’s transition toward modern, disaster-resilient, and low-carbon agricultural practices, benefiting 220,000 rural farming households. ADB emphasized that Punjab is Pakistan’s breadbasket, producing 75% of the country’s wheat, 69% of its rice, and 91% of its maize. However, the province faces challenges due to reliance on outdated machinery, resulting in significant crop losses.

Additionally, farmers often burn crop residues, contributing to air pollution. To address these issues, the project promotes the use of modern agricultural machinery such as rice harvesters.

ADB has also approved 107 million dollars for the Punjab Responsive, Ready, and Resilient Science, Technology, Engineering, and Mathematics (STEM) Secondary Education Program. This includes a 7-million-dollar grant from the Asian Development Fund and a 100-million-dollar concessional loan. According to the statement, this results-based program aims to modernize secondary education by promoting inclusive STEM learning across Punjab. The project, to be implemented by the Punjab School Education Department, will improve access to quality education for students across the province.

Meanwhile, ADB has approved a 150-million-dollar concessional loan for the Punjab Nursing and Health Workforce Reform Program to promote nursing education, establish disaster-resilient training centers, and strengthen workforce governance in Punjab’s health sector. The Manila-based bank noted that Pakistan faces a shortage of trained nurses, while global demand for qualified nurses continues to increase.

According to ADB, the results-based program will focus on upgrading the nursing curriculum, enhancing faculty development initiatives, and implementing a digital Human Resource Management Information System to align workforce planning with healthcare service needs. Increasing the number of trained nurses—most of whom will be women—will improve healthcare service delivery across the province.

Under the nursing program, three Centers of Excellence will be established in Lahore, Multan, and Rawalpindi.
