NEPRA Directs Sindh Nooriabad Power Company to Resubmit COD Adjustment Petition with Complete Documents

The National Electric Power Regulatory Authority (NEPRA) has directed Sindh Nooriabad Power Company Limited (SNPC-I & II) to resubmit its request for Commercial Operation Date (COD) adjustment along with all relevant documents to enable further regulatory proceedings.

It is noteworthy that SNPC-I and SNPC-II are two gas-based power generation projects, each with an approximate capacity of 50 megawatts, supplying electricity to K-Electric Limited. These projects are jointly owned by the Government of Sindh and Technomen Kinetics (Private) Limited, holding 49 percent and 51 percent shareholding respectively.

NEPRA had issued generation licenses to SNPC-I and II on July 15, 2015, and approved their reference tariff on June 1, 2016. The projects achieved their Commercial Operation Date in 2018. In 2019, the company submitted a petition seeking adjustment of project costs and other relevant tariff components; however, during the initial scrutiny, it was observed that the required supporting documents had not been provided.

For further processing, a revised petition was submitted in 2020, which included all mandatory documents related to COD true-up. On June 19, 2020, NEPRA decided to re-determine the tariff of SNPCs and initiate separate proceedings. Subsequently, later in 2020, the petition was returned, prompting SNPCs to file a review petition. After considering the matter, NEPRA directed the company to resubmit the COD true-up petition along with complete information and all relevant documentation.
