The Ministry of Planning, Development, and Special Initiatives has approved Rs 330.43 billion — equivalent to 33% of the total allocation — for development projects under the Public Sector Development Programme (PSDP) 2025-26 during the period July to October. The total budget allocation for the fiscal year stands at Rs 1 trillion, while the actual expenditure so far amounts to Rs 75.97 billion.
According to sources in the Ministry of Finance, the Planning Ministry approved the release of PSDP funds in quarterly phases — 15% for Q1, 20% for Q2, 25% for Q3, and 40% for Q4.
Data available on the Planning Ministry’s website shows that out of Rs 682.26 billion allocated for projects of various federal ministries, divisions, and departments, Rs 219.2 billion (32%) has been approved — including Rs 102 billion in foreign financing. So far, Rs 53.93 billion has been spent on these projects.
For the National Highway Authority (NHA) and the power sector (NTDC/PEPCO), Rs 111.21 billion was approved out of a total budget of Rs 317.74 billion, while only Rs 22 billion was actually spent during July and August 2025. Specifically, NHA received Rs 79.44 billion out of its Rs 226.98 billion budget and spent Rs 20 billion, whereas the power sector was allocated Rs 90.76 billion, received approval for Rs 31.77 billion, and spent Rs 1.867 billion.
For provincial and special area projects, Rs 68 billion was approved from a total allocation of Rs 253.23 billion, while the Water Resources Division received Rs 45 billion from its Rs 133.42 billion allocation.
Under other divisions:
- Cabinet Division: Rs 24.635 billion out of Rs 70.388 billion
- Board of Investment: Rs 386 million
- Climate Change & Environmental Coordination Division: Rs 974.28 million
- Federal Education & Professional Training Division: Rs 6.5 billion
- Defence Division: Rs 4.168 billion
- Information Technology & Telecom Division: Rs 5.68 billion
- Railways Division: Rs 7.85 billion
The Higher Education Commission (HEC) had Rs 15.74 billion approved out of its Rs 39.5 billion allocation, while the National Food Security & Research Division received approval for Rs 1.48 billion for its development initiatives.
